CURRENT AFFAIRS | MARCH 2026
• Budget 2026-27 — human capital focus (PM SETU, ITI upgrades, skill allocation)
• Demographic dividend vs human capital gap
• Education-to-Employment Standing Committee — new institutional body
• NEP 2020 and GER targets
What is Human Capital?
- Human capital = the economic value of a worker’s skills, knowledge, experience, and health
- Coined by Gary Becker and Theodore Schultz (Nobel laureates)
- Investment channels: education, healthcare, skill training, nutrition
- India’s demographic dividend — ~65% population in working age (15-64) — makes human capital investment critical
Budget 2026-27: Key Human Capital Measures
• PM SETU (Skill, Employment, Training & Upgradation) — new umbrella scheme
• 1,000 ITIs to be upgraded with modern equipment and industry-linked curriculum
• Rs 9,885 crore allocated for Skill Development Ministry
• New Education-to-Employment Standing Committee proposed
PM SETU — Bridging the Skills Gap
- Aims to link education institutions with industry requirements
- Focus on emerging sectors: AI, green energy, semiconductors, healthcare
- Builds on earlier schemes like PMKVY (Pradhan Mantri Kaushal Vikas Yojana)
- Target: make India’s workforce globally competitive by 2030
ITI Upgradation Programme
- 1,000 ITIs selected for comprehensive upgradation
- New courses aligned with Industry 4.0 — robotics, IoT, 3D printing
- Hub-and-spoke model: upgraded ITIs serve as regional skill hubs
- Private sector partnerships for apprenticeship and placement
Education-to-Employment Standing Committee
- New institutional mechanism to bridge academia-industry disconnect
- Will coordinate between Ministry of Education, Ministry of Skill Development, and industry bodies
- Expected to address employability crisis — only ~45% of graduates considered employable (various surveys)
Why Human Capital Matters for India
• India’s demographic window closes by ~2055 — urgency to invest NOW
• Without skill investment, demographic dividend becomes demographic disaster
• Human Development Index (HDI) — India ranks 134th globally (UNDP 2024)
• NEP 2020 targets 50% GER in higher education by 2035 (currently ~28%)
- GDP multiplier effect — every Rs 1 invested in education yields Rs 3-5 in economic returns
- Productivity gap — India’s labour productivity is 1/5th of China’s
- Informal sector employs ~90% of workforce — formalisation requires skilling
- Fourth Industrial Revolution demands continuous reskilling
Challenges Ahead
- Quality of education — ASER reports show learning outcomes remain poor
- Regional disparities — Bihar, UP, MP lag behind southern states in education indices
- Gender gap — female enrolment and completion rates lower in higher education
- Implementation gaps — previous skill schemes faced utilisation and placement issues
Key Terms for CLAT
- Human Capital — Economic value of worker’s skills and knowledge
- Demographic Dividend — Growth potential from large working-age population
- GER — Gross Enrolment Ratio in higher education
- PM SETU — Skill, Employment, Training & Upgradation
- NEP 2020 — National Education Policy
