CM Rekha Gupta Presents Delhi’s “Green Budget” — Health Gets 18%, ANMOL Scheme, EV Policy 2.0
Delhi Chief Minister Rekha Gupta presented the Rs 1,03,700 crore Delhi Budget for 2026-27, calling it a “green budget” with 22% of allocations directed towards environment, signaling what she described as a “historic shift.” The budget prioritizes health (18% share, the largest), education with AI integration, electric vehicles, and gender equity initiatives.
Constitutional Framework
- Article 48A (DPSP): The State shall endeavour to protect and improve the environment and safeguard forests and wildlife.
- Article 21: Right to life includes the right to health and a clean environment (judicial interpretation).
- State Budget Process: Delhi’s budget reflects the unique fiscal federalism of a Union Territory with an elected legislature.
Major Allocations and Schemes
The budget introduces several flagship schemes. ANMOL is a newborn screening scheme that uses a single drop of blood to perform 56 diagnostic tests. EV Policy 2.0 allocates Rs 1,392 crore for expanding the e-bus fleet to 6,300 vehicles. Rs 90 crore is earmarked for free e-autos for women and transgender drivers. Education receives Rs 19,000 crore with AI integration through APJ Abdul Kalam Language Labs. Free bicycles will be provided to Class 9 girls as a gender equity initiative.
Institutional Innovation: DITI
The budget establishes the Delhi Institutional Think Tank (DITI), conceptualized as a NITI Aayog equivalent for Delhi, to provide policy research and strategic planning for the capital’s governance. Additionally, 750 new Ayushman Arogya Mandirs are planned to expand primary healthcare access.
CLAT Exam Angle
Budget-related questions in CLAT often test fiscal terminology (revenue receipts vs capital receipts), constitutional provisions on environment (Art. 48A, Art. 21), and policy schemes. Know the numbers: total budget size, key allocations, and flagship scheme names. The DITI concept may appear in a passage-based question testing institutional comparison.
