The MANAV Framework — Five Principles

At the India AI Impact Summit 2026, Prime Minister Narendra Modi articulated the MANAV vision — a five-principle framework outlining India’s approach to artificial intelligence development.

Mnemonic — MANAV
MMoral: AI systems must respect human dignity and cultural values
AAccountable: Every AI decision must have traceable responsibility
NNational Sovereignty: Countries must retain control over AI infrastructure and data
AAccessible: AI benefits must reach every citizen, not just urban populations
VValid: AI outputs must be verifiable, accurate, and factual

Glass Box vs Black Box AI

PM Modi specifically advocated for a “Glass Box” approach over the traditional “Black Box” model of AI:

  • Black Box AI: Internal workings are opaque — users cannot understand how decisions are reached
  • Glass Box AI: Transparent, explainable systems where the reasoning process can be examined and audited
Legal Connection — Explainable AI (XAI)
The Glass Box approach aligns with global demands for Explainable AI (XAI) — essential for deploying AI in sensitive areas like judicial decisions, healthcare, and financial services. If an AI system denies bail or recommends treatment, the reasoning must be auditable.

The Paperclip Problem

In a notable reference, PM Modi cited the “Paperclip Problem” — a famous thought experiment by philosopher Nick Bostrom. The scenario imagines an AI programmed to maximise paperclip production, which eventually converts all matter on Earth into paperclips because it lacks broader human values.

Key Takeaway
Modi used the Paperclip Problem to argue that AI without moral guardrails poses existential risks. This directly connects to the “M” (Moral) principle in the MANAV framework.

India-America Connect Initiative

During the summit, Google announced the India-America Connect Initiative — a programme to strengthen AI collaboration between the two countries, covering research partnerships, talent exchange, and infrastructure sharing.
