CLAT GK + CONSTITUTIONAL LAW & RELEVANT AREA

National Security Advisor Ajit Doval hosted his United Kingdom counterpart, UK National Security Advisor Jonathan Powell, in New Delhi on 23 April 2026 for the annual India-UK Strategic Dialogue. Held under the framework of the India-UK Comprehensive Strategic Partnership (elevated in 2021) and anchored on the ‘Vision 2035’ document, the talks ranged across counter-terrorism, pro-Khalistan extremism on UK soil, maritime security in the Indian Ocean, Russia-Ukraine war, and the West Asia conflict. Both sides reaffirmed the ‘good momentum’ in defence-industrial cooperation under the India-UK Defence Industrial Roadmap and agreed to deepen law-enforcement information sharing. Doval thanked the UK for its continued engagement on terror-related concerns involving Khalistani operatives.

Constitutional & Statutory Framework

  • Article 51 (DPSP) — promotion of international peace and security; respect for international law and treaty obligations; settlement of disputes by arbitration.
  • Article 73 — Union’s executive power is co-extensive with Parliament’s legislative power, including treaty negotiation and diplomatic relations.
  • Article 246 + Entry 10, List I — ‘Foreign affairs’ is an exclusive Union subject.
  • Article 253 — Parliament’s special power to legislate for implementing treaties, agreements and conventions with foreign states, overriding the ordinary federal distribution of powers.
  • Unlawful Activities (Prevention) Act, 1967 — principal anti-terror statute; 2019 amendment allows designating individuals as terrorists.
  • Extradition Act, 1962 — substantive law on extradition, read with the bilateral India-UK Extradition Treaty, 1992.
  • Foreigners Act, 1946 — residual powers over foreigners’ entry, presence and departure.

Landmark Cases & Key Organisations

  • Vienna Convention on Diplomatic Relations, 1961 — codifies diplomatic privileges and immunities; Art 22 inviolability of mission premises; Art 29 personal inviolability of diplomatic agents.
  • Vienna Convention on the Law of Treaties, 1969 — governs treaty-making, interpretation, termination (pacta sunt servanda).
  • Puttaswamy (2017) — informs proportionality-based review of counter-terror and surveillance measures even on foreign subjects.
  • UAPA designations — Pannun and certain SFJ operatives have been designated individual terrorists under the UAPA (as amended 2019).
  • India-UK Comprehensive Strategic Partnership (2021) — ‘2030 Roadmap’ signed by PM Modi and then-PM Boris Johnson at virtual summit.
  • SAGAR (Security And Growth for All in the Region, 2015) — India’s Indian-Ocean doctrine that frames India-UK naval cooperation.

CLAT 2027 Angle — Why This Matters

  • Diplomacy questions love Vienna 1961 (Art 22/29). Remember: host state must protect mission premises; diplomatic agent is personally inviolable.
  • Khalistan angle connects to UAPA designation power — a favourite legal-reasoning passage hook.
  • Treaty-implementation chain: Art 253 lets Parliament legislate on ANY subject to implement a treaty — a rare override of List II.
  • Know the difference between ‘Strategic Partnership’ (political) and ‘Comprehensive Strategic Partnership’ (political + economic + defence + tech).

Mnemonic

V-35Vision 2035 anchors India-UK; and T-E-KTerrorism, Extremism, Khalistan — the three pillars of the 2026 dialogue’s security basket.
