CLAT GK + International Relations
At the invitation of Prime Minister Narendra Modi, the President of Vietnam, To Lam, will pay a state visit to India from May 5 to 7, 2026. This will be his first state visit after being elected President of Vietnam in April 2026. To Lam is also the General Secretary of the Central Committee of the Communist Party of Vietnam — combining Vietnam’s two most powerful posts.
The visit is timed to coincide with the 10th anniversary of the elevation of bilateral relations to a Comprehensive Strategic Partnership — agreed during PM Modi’s 2016 visit to Hanoi. To Lam will be accorded a ceremonial welcome at Rashtrapati Bhavan on May 6, hold talks with PM Modi, and call on President Droupadi Murmu. Bodh Gaya and Mumbai are also on the schedule.
The Visit at a Glance
Lam will be accompanied by a high-level delegation including senior ministers and a strong business contingent. PM Modi and President To Lam will hold wide-ranging discussions across the bilateral spectrum — defence, trade, energy, civil nuclear, IT and digital, education — and on regional/global issues including the Indo-Pacific, South China Sea, ASEAN-India and reform of the UN.
Constitutional & Legal Framework

Why This Matters
Vietnam is the linchpin of India’s Act East Policy and a key partner in the Indo-Pacific. With overlapping concerns about Chinese assertiveness in the South China Sea, the two countries have rapidly deepened defence cooperation — culminating in Vietnam’s landmark contract for the BrahMos supersonic cruise missile. Bilateral trade has crossed USD 14 billion, and Indian PSUs (ONGC Videsh) have hydrocarbon stakes in Vietnamese offshore blocks. Beyond strategy, the visit is also civilisational — Vietnamese Buddhism shares Mahayana roots traceable through India.
